Brutal Shot/Puncture Shot

I've got a question on the new puncture shot that was introduced with last patch.

> Brutal Shot: This skill has been renamed Puncture Shot. The tooltip for this skill has been updated to correctly reflect the existing immobilize-related effects.

It says you updated the tooltip to correctly reflect the existing immobilize-related effects. The skill you renamed (brutal shot harpoon gun skill) literally does nothing with immobilize, the rifle version does. Was this just an over site when posting patch notes, the skill names were the same so they got combined in patch notes, or did the wrong skill get renamed?
