Percent of world compleat progres.

I have been playing Guild Wars since last friday. I played this game few yeras ago. Then in left up corne on the map I have seen percent of compleating quest in single district (This one where I was). Where I can find it now. I can see it only when i made a quest, but I want to check it any time.

I'm not sure exactly what you're asking for here (what is "made a quest?"). The world map should always have a completion key-legend in the upper left that shows overall completion (at least of the parts required for Gift of Exploration) along with completion of the specific map you are on. You may want to check the lower left of the world map to see if you toggled off anything.

Press M to open the world map. The upper lefthand corner shows your world completion %.

It unlocks on certain level now.

That is weird. In the upper left corner of the full map view, you should get information about Points of Interest, Hero Points, Waypoints, and Vistas visited; also a bar that tells you the percentage of map completion your character has achieved on the current map.
