Attacker's Insight procs when: (1) you remove your own boons with Natural Healing; and (2) when you cause damage with a skill that applies CC, regardless of whether or not the target's breakbar is active. This is one of the best GM minor traits in the game! All elites need to be good in all game modes on at least one build (power, condi or support). SB is running behind in PvE. It cannot be only PvP elite. That does not work and for definitely is not what devs had in mind when they developed elites lines. This is one of the easy ways too add viability for SB in PvE without messing with PvP and providing a universal buff to all power based weapons. You are wrong in stating that. They definitely had PvP in mind when they designed SB. Each spec is designed around a particular role and a lot of roles do not cross over between PvE-PvP/WvW. SB has but one trait that is particularly useful for most of PvE, that's how you can tell it's not designed for PvE. And, it doesn't need to be.
