killfil.3472
Phobomania : Inflicting fear on a target increases the outgoing damage of the necromancer by 15% for 5 seconds. The buff provided by phobomania cannot be stacked in duration. The duration can only refreshed. Waddya think?
derd.6413
fear inflicts vulnerability would be less complicated
ZeftheWicked.3076
But that wouldn't push the damage forward on targets that already capped on vulni.

I also had in mind the possibility of having it apply a new condition unique to necromancer; "Fragility". It would've worked similarely to vulnerability, increasing the damage taken by the individual affected by 15%, but would also reduce the outgoing damage of the afflicted target by 15%, allowing some offensive support in raids from Spite necromancers. Applying fear on a target would also apply Fragility for 5 seconds. Non-stackable, only refresh.

(look at druid) Problem with druid was that it gave the unique buff to everyone, what he's suggesting only gives it to the necro. I see this as no different from peak performance, weaver's prowess, lead attacks, and the like.

Fear duration is increased for ever stack of vuln on the target 15 vuln = 15% duration bonus. Im being stupid dont hurt me
