A suggestion to replace "Dread"

While I did consider that, the fact that vuln is easely capped at 25 dissuaded me.

 

I also had in mind the possibility of having it apply a new condition unique to necromancer; "Fragility".

It would've worked similarely to vulnerability, increasing the damage taken by the individual affected by 15%, but would also reduce the outgoing damage of the afflicted target by 15%, allowing some offensive support in raids from Spite necromancers.

that might be a problem but it's better then introducing more unique buffs since unique buffs cause alot of the problems in the meta. (look at druid)

Combined, essentially.

Applying fear on a target would also apply Fragility for 5 seconds. Non-stackable, only refresh.

Problem with druid was that it gave the unique buff to everyone, what he's suggesting only gives it to the necro. I see this as no different from peak performance, weaver's prowess, lead attacks, and the like.

Fear increase your damage by 10% after fearing a foe for 5 seoconds. Fear duration is increased for ever stack of vuln on the target 15 vuln = 15% duration bonus.
