I heard we could, but I can't find the trader. As far I recall, ANet actually promised that at least one (maybe both) of these would never, ever have a vendor again (so we wouldn't hoard them). (That's why I got rid of mine at the time.) Regardless, I don't see any evidence from the wiki or in game that there is a trader for either.
