Where/how to get the vouchers and tickets for the Black lion voucher dealer?

Vendor was added yesterday 7th of august 2018, he sells backpack/glider combos, gliders, standalone BL weapons and outfits for vouchers and tickets.

Neither tickets or vouchers seem to drop from Black lion chests or seem to be purchasable with statuettes or gems. He is located in lion arch vaults.

My guess is that the vouchers aren't in the game yet, but are going to be implemented before the next full build is planned so they had to put the vendor in now.

 

So maybe it's something to do with 6th birthday gifts (starting on the 24th) or maybe an item which is going to be added to the gem store (which can be updated without updating the rest of the game).
