No, it hasn't been available yet. Hopefully if they do, they take the route of Caladbolg and make it a fancy Side Story chain for an ascended.

 

But not everything that could be made available to players has been (e.g., the aura during Prized Possessions, Oakheart's Reach from Flashpoint that would make an awesome focus skin, or Kormir's outfits (either her mortal one or her goddess one). So I wouldn't put a bet on it.
