Death judgement - lose all malice upon miss. Would this be a good change?

Well its only possible to hit DJ if some one is playing without sound. Good Playera know how to stów weapon and Dodge. The Main problem is to perma stealth with SA

you dont need SA to permastealth.

and in what mode is permastealth an issue, how? aside from annoyance, like really for the mode.

Yes it applies to the first DJ. But dodge has limit but DJ doesnt need to prepare malice again for the next shot or the further next shot.

doesnt need to prepare malice but stealth wich is in a rifle DE build mostly applied by dodge wich is as you say limited.
