I had an idea along the lines of your #3 some time back. It would involve changing the functionality and animation of staff 5. It would become a ground-targeted skill and use either a spinning or horizontal slashing animation, releasing a light wave that traveled to the location. This wave would explode causing a CC (knockdown, knockback, or daze), dealing some damage/burning and leaving behind the ward it currently does.

 

Point of this would be to add some damage and CC to staff since it currently is incapable of doing either in pve making it one of guard's more useless weapons there.
