The Springer has cataracts.

**If you are using lower settings then it makes sense for the texture to have fake highlights in the eyeball.** If you are using high settings the glint from the light is still small, so I guess they wanted to have a high contrast white spot for "cuteness" instead of adjusting the specularity on the eyeball.

 

Now I don't know which is more cute but we can simulate here (the texture of the iris is actually kind of blurry).

I guess this was done by the artist out of habit more than anything else. If you're from art school and move to texturing, you're suddenly confronted with things like 'materials', 'shaders' of multiple kinds, reflection and lighting don't have to be drawn due to dynamic lighting etc. (Unless your engine cannot create reflection, like old Source, which had a number of workarounds.)

Likewise coming from graphics and attempting to draw a concept has produced an untold number of stickmen.

All things considered, it's not bad, plus cataracts can be surgically removed.
