Anput.4620
Anyone else ever had this problem? Other internet-related things seem to be fine.
Inculpatus cedo.9234
You can check the number of files remaining to see if it is downloading each time. For some, it goes quickly enough; for others, it takes some time. It's not unusual for it to drop down to 0kbps, as it must open each individual file. You could try some of the connection issue trouble-shooting tips found in the Knowledge Base accessed via the 'Support' link above/below. Good luck. Healix.5819
You can try a different patch server using the option: -assetsrv 35.153.185.185 Also check for other processes with high disk or CPU usage that may be interfering.

Inculpatus cedo.9234
You can't converse with the CS Team for someone else, unfortunately; they can do so for themselves. You can read about connectivity issues and/or downloading the game. I believe there is a Sticky or two, as well. Good luck. https://help.guildwars2.com/hc/en-us/articles/230665807-Problems-Downloading-or-Patching which directs you to this article: https://help.guildwars2.com/hc/en-us/articles/201862998 These may prove helpful, as well: https://help.guildwars2.com/hc/en-us/articles/115015788327-Configuring-your-Router-and-Firewall-Ports https://help.guildwars2.com/hc/en-us/articles/115015783687-Resetting-Your-Network-Devices-Router-Modem-
