Nah, I know people that have gotten soft bans (like a few days) for inappropriate chat, and it literally happened like a minute after they made the comment. I believe they got an in game mail highlighting the comment that caused the ban on them.

It's not. I was in a guild with someone about 3 years ago now who got permanantly banned due to their repeated verbal abuse of other players. Said person however just bought a new account (that one also got banned for the same thing). 3rd time was their charm though apparently they've reformed enough to not be banned yet.
