where is he. when does he spawn?

i only have seen Sidan and Ejele

Ignore what I originally said. He spawns in the village right next to the court house area. He sets the village on fire and says something about punishing the nobles as he appears.

Maybe deeper down? Difficult to say as they spawn very rarely.

Yes, southeast of the Court of the Dead POI. If you come out of the Court of the Dead, turn right, and then follow the two stairways (the ones that go up, not the ones that lead back down to the heart NPC), then you'll be at the area where he appears (at least the handful of times I've seen him).
