I can confirm. I went there on a character that had never been to Gendar and was unable to interact with the NPC. I cleared the nearby area of foes and also finished an not-that-nearby event, just in case. No change. (I did report it in-game.) Link to comment Share on other sites More sharing options...

More for the OP, who probably doesn't know. I don't bother much with core tyria hero challenges, except for map completion (which I haven't attempted for core tyria recently either, yikes).
