There already are spaces in spvp, wvw, guild hall arenas and living story instance (sun's refuge) for people looking to duel/fight others. Putting such an option right in the way of new, inexperienced players (part of the charr personal story happens down there) that might not know what hit them doesn't sound like a good idea to me. WvW is limited to servers (even with the upcoming alliance changes), PvP is too hard to explain while organizing a custom map, and Guildhalls are difficult to organize if you're in a different guild from the person you want to duel.
