Yes - often via https://wiki.guildwars2.com/wiki/Black_Lion_Exclusives_Chest. It currently is in the game now if you want to go down the rng route. You need keys to open normal BL chests and then hope you get the exclusive chest which will allow you to choose your reward - one of which is the wild magic backpack/glider combo

As the above poster has said, it is currently available via the black lion exclusive chest bought either off the tp or be really lucky with rng from black lion chest.

 

Personally have seen a increase of people wearing this since the last bl chest update (incl my self lol)
