You can check [the wiki page](https://wiki.guildwars2.com/wiki/Copper-Fed_Salvage-o-Matic "the wiki page") for past dates and events. It is always on sale during the Anniversary sale, but it happens in August-September. If you have gems, I would recommend to get it now rather than wait for the next sale. Depending on the price you've paid in gold, it might take some time to get this money back in savings. However, this salvage kit is one of the few 'must-have' convenience items in the gem store.
