Change it into the following ;

When you do not have an active shade, the area of effect around yourself is larger (just like it previously was).

However, when you summon a shade, this area of effect around yourself is reduced, but REMAINS.

The summoned shade's radius remains unchanged.

And you may only have 1 active shade at a time, which counts as 3 for shade numbers-related traits.

This sounds too complexed to get done anytime soon and i dont think it solves any of the issues. People complain about when fighting against a scourge. They just need to abandon the shade idea all together and re visit the skills with a new idea in general. The game is not ready to be able to balance a mechanic like this.

 

Currently shades will always be too strong and annoying or too useless / risky / ineffective for the trade off.
