You have to already have the standard versions of the expansions to upgrade to deluxe. It is a fairly common misunderstanding from what I have seen here and on GW2 reddit. You can purchase PoF (and previously HoT) via the gem store interface on accounts that don't have the expansion but only for real world money and not gems. That's how I bought each expansion.
