Are the items in the Black Lion Chests that drop better than the ones you purchase, or are they the same?

The items which are also in the gem store or in-game are identical. For example if you buy a Utility Primer from the gem store, get one from a black lion chest and get one from an achievement all 3 will have the same effect and the same duration.

 

The weapon listed are just skins, you have to apply them to an existing weapon to use them and then they'll have the same stats as it did before. Same for the springer mount skin: you have to unlock the springer in game and the skin doesn't change how it works. Many of the weapon skins in black lion chests are not originally available anywhere else, but they are tradable so you can buy them from the TP instead of opening chests to get them.

 

So the only items which are better than their gem store/in game equivalents are the permanent bank, TP, merchant etc. which can be used an infinite amount of times, whereas the gem store ones can only be used once. And those are also tradable, so if you want the permanent versions you can buy them with gold, but they're very expensive.
