I think Anet should look everywhere, because I think there are a lot of new players starting the journey right now in the game and can't quite enjoy the Festival. I was believing it would be the same as the Halloween and Four Winds Festival, which used mechanics to adapt the festival to the character's current level. More people....Wintersday areas are rammed solid and are every year. I'm not against the idea of adding xp, but it's not putting enough players off as far as sheer population goes.
