ANET FIX YOUR LAG

Easier said than done. Migrating servers might not be enough on it's own if their code doesn't scale in a horizontal manner. That means they would straight up have to buy a faster server and that gets expensive as well as has its limits. If it would take a rewrite of their server side code to make it more scaleable that would be a huge and even more expensive undertaking. The juice wouldn't be worth the squeeze. If they are on something like Microsoft boxes they could probably swap to linux machines and save some money on windows server licenses. This would allow them to invest in more/bigger machines. Still, that's another code migration. No matter how you go about the problem there is no quick, cheap way to fix it.

EDIT:

None of these may be the reason for the lag, I'm just throwing out some possible reasons "why" it might not be just as easy as "fixing" it.
