Havent read the balance changes yet, but just wanted to thank you for the preview of the huge amount of changes. Both the significance of how this balance update will influence the game and the way you implement these changes into the game (via preview) is great.

The global changes apply to all modes existing. The pve notes is pve only. The pvp ones are pvp only and the wvw notes are wvw only. The notes are not definite yet and might change based on feedback we leave.

No, you can read the 'Global' (PvE) changes in the Professions sub-forum, the PvP changes in the PvP sub-forum and the WvW (pretty much the same as PvP) changes in the WvW sub-forum. The introduction talks about the difference.
