I manage to get top 20 with a 1770 rating on a 100% solo q season with 200 games, and it's really hard-core to end at this point. You need to think rating only, every game you launch is crucial and you need to carry so hard to deal against the better duos.

Most of the patch is about PvE.
You need to play both pvp, wvw and pve to understand what they're doin. Especially with the slb, fb, chrono ans Weaver updates.
The only thing that will affect pvp is basically the War changes imo. (edit : and the scourge)

I couldnt login on monday because i worked all day (in a hospital actually...), I couldnt play for days because of maintenance and bugs, I couldnt finish my achievements on SAB i've been waiting for one year. I really thought I lost all my WE progression (only day off I had btw), and I never asked for any compensation, but they decide to create injustice by their own chosing to give such a reward to people connecting during the rollback.
Every EU players were affected by this rollback, not only the ones who tried to play on monday...
You are right, this is super unfair.
Does it also make you mad that bag slots are soul bound vs account bound?

I never bought a single slot bag in almost 8 years because of this.
I have 12 slots and 2/3 main characters I play a lot with, it's too expansive to buy slot bags for each of my chars, and it would be too expansive even for 3 chars anyway.
If it was account bound, I would have buy it. For now, the only upgrade useful is the character slot (for item storage / equipement and templates on wvw pvp and pve dedicated char / farming key etc etc...).
