All the people I know that run fractal CMs regularly started out by doing it with friends or guildies. They eventually got the LNHB or DwD or KP to run solo and eventually just stopped playing together. In the end, you're going to need to do the same thing. For what it's worth, the majority of LNHB and DwD title holders I've played with are competent but nothing special. They run meta builds, and know what utility/boons/cc are useful and at what time. Your aim is to find equally competent people at the hours you play. LFG is only a starting point, since you're rolling the dice.

That's why other servers regularly party in their Home BL Garrison. TC fought against them last week and said "kitten it" and left EBG all to Maguuma and they started freaking out because they didn't want to go up (turns out T3ing EVERYTHING on EBG gives a lot of PPT). I'm on mag and can confirm. We have an automated announcement in team chat to coordinate EBG status, and on that day it told everyone to let all but SMC fall.
