Killion.3158
I have been noticing that when a catapolt or cannon and some risen target me my toon slows down so as not to be able to get out of the target area, is this so feature in the game to make things hjarder? Blocki.4931
You get slowed down a bit when you're in combat and it ends the moment you leave.
Solvar.7953
Though the games definition of 'out of combat' can be a bit imprecise. It is worse if you have minions & pets, as they can stick behind attacking whatever, which keeps your character in combat.

The definition of out of combat is incredibly precise - when you can change your skills. Whether you randomly remain in combat for no reason is another matter. Inculpatus cedo.9234
Of course you are not the only one that sees this, as it is a feature of the game. **Combat mode** _In addition to the explicit effects of skills, any character damaged by an opponent is placed in "combat mode", which **reduces their forward movement speed**, increases the cooldown on swapping weapon sets, and prevents the character from changing their equipped items or skills. Combat mode ends after all enemies you have attacked or been attacked by are dead or far enough away._
