Map bonuses

I came back recently after almost 5 years and still catching up on a lot of stuff. When I look on world map and hover over the region names, I noticed map bonuses listed, often crafting material, how do I earn these?

And if you have excess Karma to spend https://wiki.guildwars2.com/wiki/Pact_Supply_Network_Agent

Buy up the Pact Scout's Mapping Materials (6 a day) and when your see something that you want (I like armored scales) go to that map and use the materials to get the map bonus. eg. 60 map bonus' used for armored scales adds up and is easy TP gold when you sell. The scales drop as a single scale and in groups of 10 when you use lots of materials in one visit.

that's pretty amazing, another reason to go back to old maps and do events
