I asked the question because I do NOT see the Blueprint on the merchant. Does this mean I am bugged?

That depends. Do you already have the collection unlocked? Check in Achievements > Collections > Rare for Winter's Presence. If you did any of it last year, you don't need to buy it again. If you've never touched it, you may be bugged if you've scoured all the tabs on the vendor near the wp.

You stop seeing it after you've unlocked that step.

Thanks all - I purchased the Blueprint last year and forgot how to view the achievement. I now have completed all parts and have my WINTER'S PRESENCE.
