The changes to conditions that removed the instant burst kills knocked it off its perch as a full damage bunker. Now, the spec is strong on the point but incredibly weak against ranged, needs a babysitter in a team fight, and a liability on rotation speed. In pve (raids) other classes do their job (dmg) way better. And just as a support its way too bad. In wvw. You will always just get outkitet, lockdowned by ccs or outsustained. Scourge gets pretty good in zergs yes. But the only reason for that: you have people around you, that support you, cleanse condis, give stability and so on. The scourge alone is pretty bad. That's bad design and hard if not impossible to balance without changing class mechanics. Remember PowerShiro right after HoT Release (pre nerf time!)? Extremely weak to conditions but broken power damage and broken anti power sustain. Paired with a cleanse bot Ele you had your perfect OP meta comp without any equally effective class composition. Firebrand+Scourge at least feed into each other a little bit. Yeah, it's referred to as "Scourge + Firebrand Support," but Firebrand is still getting condition conversions and barrier from the Scourge in return as well.
