I've finished collecting all of the snowflakes that I want for this year. I'm just reporting this bug so that they can fix it by next year. I'm getting one ordinary snowflake for each delicate snowflake, exactly what the vendor offers in Divinity's Reach. Are you saying you're only getting 125 snowflakes for each stack of delicates? Are you clicking one at a time? Are you using consume all? Is there any chance that you deposited a bunch of delicates to your bank before converting?
