I got Ninn's mail and tried reloading into my home instance a few times. He isn't there. I'm on the same character that did the achievements. The trick I used was to hold Alt down to keep green NPC names showing; his showed up when I circled back to the entrance. At least in the charr one an Asura should show up by contrast to everyone else there. Just look for a short form with a short green name over its head.
