Favor of the Festival

I noticed there's a Sovereign Weapon Vendor in the Crown Pavilion, but the only way to get a Favor of the Festival needed to buy the weapon skins is by buying a Favor of the Bazaar and a Favor of the Pavilion from the Trading Post. The Favor of the Pavilion is cheap, but the Favor of the Bazaar is not and I was wondering if there was some other way to get those items that I'm missing. I find it silly they have this vendor up still since the original events needed to get the Favors is long discontinued.

The idea was that the Crown Pavilion would be a recurring event, however it appears that either there has been some problems with the content or everyone at ArenaNet forgot about it because it was only used twice (once for the Queen's Jubilee and again for Festival of the Four Winds).

I think it's also because people kept complaining when festival vendors were removed at the end of the festival - players would come back to the game after a break or discover tokens they'd forgotten they had only to find they were useless because the vendor was removed.
