Why can't ANet center their launcher window?

It used to with the old launcher. This one always pops up at its original location.

If you count the margin in that has graphics standing out of the actual rectangle window and lots of transparency, then yes, it is centered. But the same (transparent) margin size must be added to all opposite sides for the rectangle window to be centered. Bad programming IMO, and uneasy on the eye. If you could drag the window and its new position would be saved, it wouldn't be much of an issue. But _this_ isn't pretty.

See previous paragraph.

1) Obviously you don't understand the meaning of OS (as in Operating System, which will be the thing that will ordain where windows show up)

2) Well now, if it's pretty or not, that's subjective. The fact remains, IT IS CENTRED!

Lol, now A-net is guilty of "Bad programming" because the launcher does not center on your particular screen? Seems a rather trivial thing to complain about, especially considering it seems to only affect you.

This has bugged me since the PoF pre-patch when they changed the launcher graphics. The entire login window technically is centered if you take the transparent overdraw area into account but it doesn't _look_ centered and the initial rectangular definitely isn't centered because it's in the same position the login window appears at. Try using a grid desktop background and it's much easier to see.

These are definitely not centered. Count the grid lines above and below.
