A certain amount of it has to happen for the people at the very low and high end of skill rating. If you note above, Xtrverz had a 47 min queue. This obviously is something we don't want to happen. Our experiments have seriously slowed down the time players skill rating expansion happens. But in his case, because the expansion is happening was happening so slow, everyone in the queue was getting into a match way before they expanded into his skill rating.
