First of skill of the combination would be the base animation and skill type. Second skill parts would modify components of base skill, and so on with more skills mixed. Why create an abomination to handle(you need to balance around each combination possible for each class and spec), when they can create an overseeable amount of new skills using some already present animations/visuals and effects/mechanics?
