Also, there are eerie sounds effects that are coming from that device...as TheQuickFox.3826 pointed out. Those sound effects are not present by the Dwarven beacon cauldrons. But maybe they're connected somehow? The Dwarves and Seers are both ancient races. They were allied before when the Elder Dragons awoke. So, they probably shared technology. It could be the Dwarven Beacons design are based on this device that is next to this Ancient Seer. Thanks for the information, I forgot about the beacons.
