What is the best character level to open them? 80 hoping for good exotics or 50 for salvaging good mats?

I'd say 50 because, while valuable mats are guaranteed on lvl 50, exotics drop with a very small chance and you might not get any single valuable exotic.

The general wisdom is that you should open them on a 50-ish for the most sale-able mats. I'd vote for that for you, since you can go onto the TP and buy cheap exotics using the money you get from the mats, and get a set of exotics sooner than if you open on an 80. If, on the other hand, you're looking for ... interesting ... exotics, that advice isn't as relevant.
