Because whoever wrote up the notes had a brain fart and forgot to mention that it had a different cd. Gotta keep those ~1sec delay just-beyond-melee range stuns, which are on a weak weapon no one cares about, which also happens to be used by a class which melts under pressure faster than a stick of butter in an active volcano, in some sort of balanced state, you know?

It does seem that way. The change is nice in theory, and it shows they're trying to do _something_ for the profession, but in practice it feels like they have been deliberately under-tuned for fear of upsetting balance. If that means we'll see small refinements to these changed auras over the next few patches, I can live with that.
