ArmoredVehicle.2849
I'm not sure I understand your question correctly, you want to limit the fps when the game is minimized?

Pretty sure that's exactly what OP is asking, and I have no easy solution for them. Besides installing Rivatuner Statistics Server, which can limit programs to any FPS you want. You'd have to manually limit it every time you minimize, which wouldn't be bad if you minimize for long periods.
maddoctor.2738
If you have an AMD card you can limit the FPS to any number you like, but this will apply regardless if the game is running or is minimized. If 30 or 60 is your target FPS you can use the in-game frame limiter too, although I found that to be more laggy than the AMD limiter
kichakicha.4058
What OP is trying to say is that, when you minimize the game it still uses fair amount of CPU power and running YouTube videos at 60 fps even at 720p for instance, you will experience stutters and sometimes you have to reload page because the video simply stops playing. I am also looking for the solution to this problem but no avail. The only option i see is to buy a better single core performance CPU.
