No idea if anything else is needed; this isn't the first time this lament has shown up on the forums. If it is difficult/time-consuming to change the text on the distribution in-game mails, perhaps, the Devs could send _two_ mails each time; the other with the title, "Read me first", that explains what the other with the items is about. There really shouldn't be any issues in changing the wording or this or any other mail. The wording and translation may take a small amount of time but that can have been prepared days or weeks ago and be ready to go today. That said, is there really a problem here?
