To my knowledge discounts for the game or expansions have never been announced or been on a schedule. They happen whenever ANet decides it will be most beneficial. There are predictable anniversary sales but they do not include the expansions themselves, only gemstore items and upgrades to expansions you already own. Though there is a 50% off coupon available on Humble Bundle right now, as part of the Yogscast Jingle Jam bundle. That will be up for the next 2 days, 3 hours, and 56 minutes at time of writing.
