[SUGGESTION]: Hobbs learns Legen-waitforit-dary Lore

I've always wondered about the lore behind the gen2 legendary weapons. Some of that lore was hinted at, in the release notes for specific items. such as Pharus. I think Hobbs should tell us more about the Legendary items when we ask him. Or he could give us books to add to a library in our home instance. Or maybe new NPCs could populate new corners of cities who specialize in Legendary Lore. it's not a far cry from PoF E-spec NPCs found in the Crystal Desert, who teach us about the lore of their professions.
