How does it make sense for a 7-year birthday gift to have LESS items than the 6-year birthday gifts?

This is a good idea. Instead of "advance a character to level X," scrolls could "add X levels to an existing character."

 

I've been deleting the 20's and 30's to save bank space, but this suggested change would make them worth keeping.
