PSA: These are not Pre-HoT Damage Numbers. Damage is significantly lower than Pre-Hot

It was 2015, the specialisation update. I think April? So these are before that.

Thats the thing though. Accross builds, damage modifiers *also* got lower. Exposed Weakness got worse, Assassins Signet got worse, Lead Attacks got worse, etc. etc.. Even accross the board, damage is a lot lower.

The pre HOT state surely wasnt only about the damage between isolated skills. The Xpacs added a lot of new traits, effects and for some specs a lot more active skills (see Firebrand as prime example) which was another reason of the "powerspike". Overall the trait performance and many skills got buffed and improved. The damage ultimatly needs to be lower to make up for the added amount of skills that you can spam in any given time.
