Help a noob out !!

Hey guys , I've been away for some time and I have no idea whats going on with the game , just to say that i logged in and I got my fifth birthday present but I have no idea whats going on in the game . So to kick things off I started a new character , and I've been checking builds out but can't tell which I prefer . So any help or answers to these questions below will be of great significance !

(I play lots of PvE , Dungeons , haven't tried raids out but I will , a little bit of fractals and lastly just a touch of PvP )

 

-What is the best build for my situation?(any links on full depth guides is appreciated!)

-Where can I buy the gear that I need ??? ( or acquire it )

(follow-up of 2nd question) - If i have to buy the gear how can i attain gold efficiently ?

First off:What expansions do you have?

Gear types:

 

If reaper,

 

power preicion ferocity for power reaper Berserker

Power precision expertise for condi reaper Viper stats

 

You wil want something that has long duration on poison torment and bleeds, like krait runes or something.

Here is something to keep in mind:Get used to playing a class with a new spec first, and keep in mind, that some stuff are going to be optimal for pure dps.It might be sacrificing all survivability in order to go pure dps.

 

Second:Metabattle is a bit out of date, and some of the stuff is based on newer specs.Some old specs will work like daredevil for thief which apparently does good dps still, chronomancer which has some dps and tanking capabilites.

 

Also:You will want different set of runes and stats possibly for scourge, since depending on what you go for, the barriers work with healing power, and scourge has a lot of burns and torment.

I just came back recently too, and opened all my birthday presents! I'm casual and spend all my time in open world PVE. I like to have durability and siphoning and am still enamored with the old core necro - since that is why I took this profession - even with all its flaws. I'm sure others may roll their eyes at it, but this build works well for me and isn't very expensive:
