Is this confirmed? What has the Pact been doing while we are in the Desert? We didn't see any Pact forces help defend from the Awakened Forces (neither Vigil forces) Does Tyria knows about the whole "WARNING: DO NOT KILL ANY ELDER DRAGONS" thing?
