a lot of the nobles have a serious desire for pretty, well groomed, female feet. Completely understandable if the person the feet are attached too is also pretty and well groomed.

 

So Jennah does that to keep those distracted. They think all day about her feet, about touching, caressing, massage them, think about those soles touching the ground... and have no time nor capacity to think about toppling and replacing her.

dynastic reasons. She is the last of the line. She needs to stay alive, at least until she has given birth to a heir. Btw, her clock is ticking. She just should marry that last ascalonian heir in Ebonhawk to unify the lines and get over with it.

I all seriousness. Her initial model did not have any shoes. Probably some designer oversight since her feet were mostly covered with a long gown. Eventually someone noticed this and since then it became sort of meme-ish. Now Anet exposes this thing on purpose as a joke.
