When a Black Lion weapon skin set is first introduced, it is (as far as I can recall) always 1 ticket per weapon. After some time, a new set will become the new set, pushing the old sets either to a more expensive price or into temporary retirement. No, those are only obtainable directly from the gem store, from black lion chests, guaranteed wardrobe unlocks, or the black lion statuette vendors. No. Where are you getting the 1600 Gem value from? Black Lion Weapon tickets are found in Black Lion Chests, opened with Black Lion Chest Keys. You might be lucky and get 3 Weapon tickets out of 3 Chests, or unlucky and get 0 out of 100 Chests. Though, you can use Black Lion Statuettes to obtain Black Lion Weapon tickets. You can also obtain BLC Keys in-game, though it takes some work and/or luck. You can learn all about Black Lion Chests, Keys, tickets and Black Lion Weapons in the Wiki (link above). Good luck. Oh yeah I was getting these confused with the new Limited time tickets that cost like 3k Gems for 10 of them. Yeah makes sense now glad I didn't thorw in another $100 to get 10 of them then. Those are different from the BL Weapon Skin ticket system, which drop from BL chests and can be traded to other players.
