They do. They also investigate. What we don't know is what's the the threshold for deciding that an alleged violation is actually a violation. We also don't know what consequences an actual violation will result in, or whether it matters if it's first or Nth time, borderline versus egregious. As an extreme example, someone reported another player (and posted about it) for saying something like, "your DPS isn't up to snuff". You can imagine that some players agree that is "naming and shaming" and also recognize that ANet might not think it's a big deal. In other words, just because you think a report is legit and sufficient doesn't mean that they do. And it's impossible for us to tell the difference between "they don't care" and "they don't agree." Each report is investigated by a Game Master, who will take the appropriate action if the report can be substantiated. The lack of a response does not mean there was no penalty for their behavior! From the Guild Wars 2 Conduct Breaches and Outcomes: All infraction reports from players are investigated, either through staff member observations or a review of game logs.
